Create `v0.2.0` (`v1.0.0`?) tag for JEDI stable version.

Pinging @svahl991, continuing the conversation from #87. Is the current top of main the preferred version for a new stable tag?

Let me know if there is anyone else from the JCSDA/JEDI side that we might want input from as well.

Upon thinking about this further, this tag name comes with some complications. First, the standard_names.xml file already states that this is "version 1" of the dictionary, and this is consistent with the existing XML schema file . So maybe it's time to actually designate a v1.0.0 tag? Or does it make more sense to rename the existing v1 references to be consistent with our "version 0" mentality and go with a v0.2.0 tag, leaving the refactor to eventually become "version 1"?
