rethink the 'what is it' section

I honestly feel like there needs to be a brief synopsis or something at the beginning of these - I would imagine most people looking for standards fall into two camps:

1. either they have a general idea of what their data is and they are looking for a standard to use or
2. they have heard about a standard and want to know more.

To me these are all written for the second camp but most people would be in the first. if i want to find a standard, I generally want to quickly figure out what the best/most popular one is.

Perhaps theres a section outside of this that helps guide people though? and then this is for the details?

Co-chairs talked about this and we see the need, but don't feel it is critical for v1.0
