Add DKRZ resources for RTW to `dkrz-recipes.jinja`

For DKRZ, a dkrz-recipes.jinja needs to created DKRZ's RTW configurations migrated.

This is because the configuration for the RTW was changed in #3724/#3856

• Recipes are no longer listed in the flow.cylc file
• Custom recipe directives are no longer stores in the <site>.cylc file
• Instead both recipes AND directives are stored in a site specific recipes.jinja file in the site/ directory

Hi, the code freeze for version 2.12 will be on Monday 3rd of March. Is this ready to be included? If this is not ready, let me know and I will move it to the next milestone.
