Happy Birthdays

Create a system that allows members to set their birthday to be congratulated (and if applicable, receive rewards).

Allow setting the date, only once per user, and asking for confirmation.
Provide a setting to configure authorized IDs to modify birthdays.
Provide a setting to allow reconfiguration every X time, or that they must ask the "authorized IDs to modify birthdays" for authorization, or that they cannot directly.
Allow to set the time zone of the bot, and at what time of day the congratulations will be sent.
Allow to exclude IDs (that cannot be configured, and that do not receive congratulations and/or rewards).
