Add Tamil translation for Contributing.md file

I propose adding a Tamil translation for the CONTRIBUTING.md file. This will help Tamil-speaking contributors understand the guidelines and processes for contributing to this repository.

Benefits:

• Increases accessibility for Tamil speakers.
• Encourages more contributions from the Tamil-speaking community.
• Aligns with the repository's goal of freely available programming resources in multiple languages.

Plan:

• Translate the entire content of CONTRIBUTING.md into Tamil.
• Review the translation for accuracy and clarity.
• Submit the translated document as CONTRIBUTING-ta.md.

Assistance Needed:
If anyone fluent in Tamil and familiar with the repository's guidelines can help review the translation, it would ensure the highest quality.
