Add blueprint to check for outdated links in SECURITY.md files

After we switched from bugzilla to gitlab / security advisories, not all projects have updated their SECURITY.md files yet.

To change that as scale, we should do that with a blueprint that looks for certain regular expressions in a SECURITY.md file and opens up a ticket to address the outdated content.
