potentially incorrect S.PORT pull up requirement #114

Referring to e393087 (CC: @gagarinlg)
It seems like commercial radios do not have this pull up implemented and, in-fact, adding one causes at least the radiomaster ranger nano to fail to communicate back to the radio. This is testing on the flysky st16 which is the only radio I have based on an H7 chipset.
Can you explain the thought behind this requirement?
