When running the sample https://effect.website/docs/observability/tracing/#simulating-traces
without running the docker for OpenTelemetry backend, there is no errors indicating that http://localhost:4318/v1/traces is not reachable.
I expected that in this case a message log should be displayed telling that something is wrong.
