Add manual start and attach functions

When running emmylua-analyzer-rust with a debug port and getting emmylua to listen on that port, and the extension is stopped, there is no way to force start the emmylua_ls or to force attach to emmylua_ls on the debug port.

Steps to replicate

• Enter a debug port number into the emmylua extension settings in vscode
• Restart the emmylua extension (so that it is RED in the status bar or failed to connect)
• Start emmylua_ls and listening on that debug port number

Observe how emmylua will never connect to the emmylua_ls on the debug port. Stopping and or restarting the server will not work due to the extension being completely stopped by vscode due to multiple previous failed connection attempts or attempting to stop before it starts/listens again. Since the extension is already stopped it will cancel the connection.

My goal is to be able to run/debug emmylua-analyzer-rust from vscode and attach it via the debug port. But the situation is that it will not always be listening, as I have to close it to build and restart it.

We first open the emmylua-analyzer-rust project in VSCode, then press F5 to start the emmylua_ls debug process. emmylua_ls can be started in advance by listening on a TCP port. After that, open vscode-emmylua and make sure all dependencies are installed, then press F5 to start the process. Once started, it will automatically connect to the emmylua_ls debug process on the default port (5007).

Thank you for the response. I might still leave this feature request issue up incase it is relevant, but you can close it any time if you feel it's not needed!
