Question about permissions and default role #12

Good day. The 5.x branch documentation refers to a "Default Role" for permissions (user and staff are the two values I've seen) but I cannot find any documentation about how those roles are assigned to users or groups. I've looked in the CraftBook repo as well without result. Is there any documentation out there?
Related, the permissions page is a bit of a placeholder and has been for 7 years, are there any good resources to read for setting up permissions for CraftBook?
