Update 4.1.0 Snowflake

Snowflake is now using more than one IP address. The scripts are updated to take that into account and include all addresses in the allow-list.

If you are using the scripts, you can use the appropriate update*.sh to fix that. If you are running a cron daily with the refresh-authorities.sh on a daily basis, you should replace that with the new file. You can also run it manually and your allow-list will be updated.
