Rewrite Sakicards implementation

• Remove kandraw_ from Sakicards (Remove kandraw_ reserved tiles from sakicards #50 )
• Use delta_score_multiplier instead of statuses (Saki should use delta_score_multiplier instead of a bunch of ad-hoc statuses #51 )
• Investigate whether there have been any changes to Sakicards since v1.3's release (why is our current version also v1.3?)
• Possibly rewrite with other optimisations or with .majs?

I remember doing the diff and seeing 8 (I think) cards change. They have since been implemented, for example here

I seem to recall while looking through this earlier that there are still some differences between what's currently implemented and what's in the current Sakicards v1.3. One example is that Inoue Jun's ability in v1.3 says that she may take an extra turn, but it seems like the current code makes this extra turn mandatory.

It seems like what's currently implemented is a pre-release/beta version of v1.3, and so the final v1.3 does indeed have some changes that need looking through and implementing. Since I've decided to rewrite this implementation anyway, I'll hopefully be thorough about it.
