Can't insert DateTimeOffset value via "Row[index]=value" in de-DE OS

Reproduce Steps:

1. Install ArcGIS Pro 3.3.
2. Copy DateTime60.gdb to your path.
3. Update the path of DateTime60.gdb in Program.cs of sample code.
4. Run the sample code in the German windows operating system.
5. Throw exception "Value does not fall within the expected range."

Looking into your issue but can't reproduce it with Pro 3.3 and SDK 3.4.
What version of the SDK are you using?
When did this problem actually happen? Was it at the end of November? Is it still happening, no matter what the date is?
