Improve /heal/feed

there are commands for the full restoration of hunger or health, but I propose to add commands to set the player to a certain health and hunger, for example, using the command to leave the player 1 heart

I'm pretty sure that'd require an entirely diffrent comand, but I'm assuming that's possible
