Feature Suggestion

This is focused towards the EssentialsX Anti-Build. I run a smaller community server with friends and friends of friends. I want to enable a sort of spawn protection where new players cannot build in spawn but players that have played for X amount of time can. That way my friends and I are able to create shops and such, but new players that we might not know won't be able to join and grief us. Trying to avoid giving all of my friends op because I know several of them would abuse it.
