This enhancement could help players with slower computers or connections. Sometimes when you teleport you can get attacked by mobs even before your loading screen disappears and the world loads. The server already allows the world and entities to interact with you even if you can't fight back. The "teleport-invulnerability" option protects you from other players but not from mobs. My suggestion is either to include mob damage into this, or to add a separate config option for mob damage.
There is currently (1.18.2) also a vanilla client-side issue where the loading screen is displayed for never less than 2 seconds on every teleport, which means an issue even for those players who have no performance or connection issues.
