Config option for "/tptoggle" to allow teleport request (/tpa, /tpahere)

Add an option in the config that changes how "/tptoggle" functions.

This option should allow server owners/admin to choose how "/tptoggle" functions

If set to false it only blocks the normal teleport commands /tp, /tphere but allows teleport request /tpa, /tpahere

If set to true it will block all teleportation (/tp, /tphere, /tpa and /tpahere) like it currently does

Example config option might look like this?

# This option, determines how /tptoggle should function
# Set to "true", to block all forms of teleportation
# Set to "false", to only allow teleportation request
# and commands like /tp and /tphere will get blocked
tptoggle-blocks-all-teleportation: true

Obviously commands such as /tpo and /tpohere would still bypass this
