Add option to disable logging the ".. was denied access to command" message

This message (deniedAccessCommand in messages_xx.properties) is sent every time a player tries to run a command he/she doesn't have permission to. This is very annoying. Even if some people think it's useful/necessary, it would still be nice to have an option to disable it.
