[BUG] authy-ruby deprecation

Description of the bug

The app emits the following on startup:

DEPRECATION WARNING: The authy-ruby library is no longer actively maintained. The Authy API is being replaced by the Twilio Verify API. Please see the README for more details.

Expected behavior

Integration with the Twilio Verify API instead of the Authy API.
