the answer to presets/favourites

• mods can be tagged with [0, ∞) many arbitrary user defined tags
• there also exist hardcoded "favorite" / "transient" tags
  • "favorite" mods do not get disabled when disabling all mods / switching whitelists, unless the user specifies --ignore-favorites
  • "transient" mods act as per explicitly vs implicitly installed mods #5
