Document to describe SDK testing

This document will be discussed during the F2F at Chicago. The goal is to have a description of the tests we need to run for SDK components + their integrations, and of the technical approach we adopt for the tests (we agreed on using only GitLab, leaving GitLab+Cron as a backup option). By when we will meet in Chicago, we should also have in place tests on both Lassen and Summit.
