Expense - System message for receipt received not displayed when user mention is present

App Component: Money Requests

Action Performed:

1. Login with the same account in OldDot and NewDot
2. In OldDot, create a Collect workspace
3. Toggle off Schedule Submit in workspace settings
4. Go to Reports and create an expense with a receipt
5. In the expense chat, send a user mention (@harshk@gmail.com), a few text messages, and again a user mention
6. In NewDot, open the workspace chat
7. Open the expense details page and note,
   the receipt is displayed
   All comments (including user mentions) from OldDot are visible
8. In OldDot, detach the receipt from the expense
9. In NewDot, go to the expense details page
10. Note,
    the receipt is removed &
    the system message for "Receipt received" is not displayed
11. Refresh the page in NewDot and confirm that the system message is still missing

Expected Result:

After detaching the receipt in OldDot, the system message for "Receipt received" should be displayed in NewDot, even if the expense contains a user mention in the comments.

Actual Result:

When a user mention is present in the comments, detaching the receipt in OldDot does not trigger the system message for "Receipt received" in NewDot. Even after refreshing the page, the system message does not appear.

I need to clarify:

4. Go to Reports and create an expense with a receipt

You don't create Expenses from the Reports page. Does this mean create a Report with one expense on it?

5. In the expense chat, send a user mention @harshk@gmail.com, a few text messages, and again a user mention

We are still in OldDot at this stage, does that mean add a report comment? Does the user have to be on the workspace?

This is what I did:

4. Go to reports and create an Expense report. Drag and drop a receipt image into it.
5. Add a remote comment, tagging someone in in

The tagged person disappeared.

Added more comments and tried to @tag someone else:

6. The comments / tags do show in NewDot:

10. There is no message, but violations are not enabled and receipts are not required, so I would not expect there to be.

Testing without the @tags as it seems that's the comparison point here.

There is also no "receipt removed" if there is no @tag.

Also tested with Violations enabled, but Collect workspaces don't have Receipt Required, so that made no difference.

@jponikarchuk can you please outline how to repro what should happen here? because it seems to be working normally to me.
