App Component: Chat Report View

Action Performed:

1. Open the staging.new.expensify.com website.
2. Log in with a new account.
3. Complete the onboarding modal choosing the "Track and budget expenses" option.
4. Tap on FAB and select "New Workspace"
5. Complete the creation flow.
6. Once redirected to new workspace settings, tap on "More Features"
7. Enable workflows and enable delayed submissions and approvals.
8. Return to LHN.
9. Open the #Admins room of the just created workspace.
10. Note that the unread marker is displayed above system message.
11. Close and reopen chat.
12. Note that unread marker doesn´t disappear.

Expected Result:

System message on #Admins room, should disappear after closing and reopening chat.

Actual Result:

System message generated on #Admins room, after enabling delayed submissions and aprovals, constantly shows unread marker. Closing and reopening chat, doesn´t make the marker disappear.
