Support local file for flashing #13
Description
It would be great to allow flashing of local files. For mw it would allow me to build and flash experimental builds with my Chromebook (where ExpressLRS Configurator don't have access to USB on the host)
This would also allow people to reuse builds they previously done, that they know are good etc.
