Describe the Bug
It is missing NotExclusive on the three weapons so they have a chance of conflicting.
Additionally, AutoInitiateAttackCommand on one of the missiles prevents it from firing while a ground target attack order is assigned.
I did not test if PrefersPrimaryWeaponTarget interferes as well, but it likely does.
Reproduce the bug
Disable damage, then spawn an enemy structure, an enemy czar, and a restorer. Watch how when it is only in range of the czar it fires 2 missiles, but when it is on a groundfire order it only fires one.
