With regards to stale/stalled PRs (potentially also for issues), we could discuss using the "stale" action github offers: https://github.com/actions/stale. I have seen this being helpful in other repositories to keep processes moving. Afaik, you can set your own time frames to whatever is appropriate to your workflow.
