Create cpl_bypass versions of GSWP3 driver data for any site

We need to develop the script(s) to create cpl_bypass versions of ELM drivers to be used with OLMT ELM ensembles

This task should be completed before working on the ERA5 driver development. The workflow should be similar between GSWP3 and ERA5, aside from differences in sourcing the data.

The full GSWP3 cpl_bypass version (half-degree global) has been done in Oak Ridge. Let me know where to put in your institute data server or somewhere. If you can access to OLCF or NERSC systems, you can get it all. The rest is to call OLMT's makepoint python script.

as for ERA5 data, I believe Dan R. has done something, but need to check with him first.

If not, the original format can be converted using OLMT's metdata_tools/global_bypass/ (a fortran converter). I have a version for regional data extraction/merging, under:
