🔧 Move `abcd-prep` surface options in config

Related problem

The two res-2 template resources under FNIRT registration in the pipeline configuration are in the wrong place, and often throw errors when users are not using the ABCD pipeline-style Freesurfer prep workflows.

These are only used in the fnirt_based_brain_extraction nodeblock, which is only used for the Freesurfer prep workflow mentioned.

Proposed feature

These parameters are not ideal and are too specific, and need a refactor.
But in the meantime, these should be moved under the abcd_prefreesurfer_prep tier.

Acceptance criteria

• The ref_mask_res-2 and T1w_template_res-2 fields are moved out of registration and into surface.
