[HONEYCOMB-156] Javadoc: Fix all issues offending doclint

<p>Remove -Xdoclint:none configuration in common parents and run build on oracle jdk 8. Multiple issues will be reported. All need to be fixed and doclint ignoring part might be removed from common parents.</p>

<p>On openjdk8 strict checks need to be enabled to fail the build on error.</p>
