Update Dependencies (November 2025) (#1600)

* Bump node to 22, but keep eslint and tsc targets at 2018 for compatibility

* npm audit fix

* Minor/patch version updates to dev dependencies

* Major updates to dev dependencies

* Minor/patch version updates to production dependencies

* Use async operations w/ symlinks since sync operations were leaving the symlink behind

* Update CI to run Node 22 across OSes, but run Node 18, 20, 24 on Ubuntu

* Run tests in CI using a single thread (--runInBand)

* Don't collect coverage in CI
