There are only four buttons for a penalty referee to touch during a match and nothing significant changes in the UI or score whether a penalty is entered in the AUTO, TELEOP, or Final Review screens. Many referees submit the TELEOP fouls and just assume the page is taking a while to load when they don't see a UI change, which results in match submission delays as we chase down the referee who needs to submit penalties one last time.
Describe the solution you'd like
Automatically advance the penalty referee view from AUTO to TELEOP to Final Review. On the final review page, show the referee any fouls submitted by the head referee and the other penalty referee. This presents obvious transitions and simplifies deconfliction.
Describe alternatives you've considered
Limit the penalty referee UI to a single input screen so they only need to push submit once.
