Update Readme

• Readme information is out of date (dependencies etc)
• Readme should provide instructions on running this with a local jupyter install and GPU, and suggestions on where it could be ran hosted (collab?)
  • Alternatively provide suggestions of how to run locally without ipython notebbook. I.e. read the file in vscode, run the steps manually?
• Add a note/section mentioning previous runs of this tutorials (ALifeTutorial).
  • Possibly tag the commit used and link to it, although as it won't have pinned the main repo commit it's probably not of much interest.
• Link to the python tutorial repo when available.
