Windows pyflamepgu `test_AgentID_MultipleStatesUniqueIDs` sporadic failure

Under windows, the python test test_AgentID_MultipleStatesUniqueIDs has failed on first run / as part of the full test suite for python 3.14 builds for multiple users (@ptheywood, @Robadob & @mondus).

When ran in isolation after the failure, the test passes.

This suggests there is a race condition, and so far has only been confirmed to occur for python 3.14 builds (potentially due to a change for free threaded python support as a wild guess) but may occur with other builds.

My run was Debug build on Windows.
