Workflow deletion behavior

- Deleting a workflow does not delete the plugin instances of it.
- Deleting the root plugin instance of a workflow does not delete the workflow.

This behavior might be undesirable, especially the latter which results in the existence of workflows without plugin instances.

Should we change the behavior?
