[CI] Make Vendor Dep CI more robust

@James4356 should probably do this. For some vendor dependencies the name of the json is the same across versions so the current checking system from #15 won't work. There should also be a step in the check to see if or not the vendor deps folder of the team lib is just empty (cause if it is the check is broken).
