That arm travel is rough, we should give it a nice profile to follow. Then refactor so that the PID controller is the default on to hold it in position.

Default: PID Hold Position
MoveToPosition - generate profile, send to Talon, disable PID, run profile, end command

See 254's elevator code from last year for example.
