[Hammer] Path Tool Improvements

As of now, the path tool is okay for making cables, but it could be more. I think if it had a few options, it could very well be a way better tool.

It should have another geometry option, which should be to draw planes. This would be perfect for stuff like tracks or paths.

There's also a few issues with the path tool / UI. You can rotate the handle, but it doesn't actually move the other two sides of the handle when on bezier curve.

You can for some reason rename the path selection box when selecting paths. Weird it isn't just a dropdown anyway.
