Apparently a mod that fixes MC-67532 (the hotbar hovering feature we have in Vanilla now) was the cause. Console HUD adds this feature, but they do it in a way that doesn't cause this.

I'm not sure what the issue is nor what its supposed to be, based on either the screenshot or the title.
This mod doesn't do anything related to MC-67532.
