First check to make sure you meet the System Requirements.

Project DAVE may be installed directly on your host or run using Docker. *

To install ROS Melodic, Gazebo 9, UUV Simulator and DAVE directly on your host, see Installing DAVE.
To use Project DAVE through a Docker container, which isolates ROS Melodic, Gazebo 9, and DAVE from the rest of your host, see DAVE with Docker.
