Manually set tenant when creating identity user?

I'm using the standard aspnet identity approach with base path strategy.

I want an invite-only registration system. Or even simpler for now, a way admins can create identities for new customers manually.

Is this possible today?

It is, I will try to update the Identity sample soon. The invite only part is not relevant to multi-tenant but should be possible.
