Modify get_data() to use the generated custom elements manifest instead of having to `ls` over the toolkit widgets directory

This would require some additional work to land in central/main, as we don't currently add .js files to our generated custom elements manifest, but this might be a simpler way of parsing through the elements we want to track versus the ones we want to ignore.
