Update CQL for the NCQA submodule (and include again in build pipeline) #1061
Description
- The CQL files contained in the NCQA submodules (a copy from NQQA itself) are still from 2023 and need to be updated from the source.
- Get the tests to pass
- Include the NCQA deck tests back into the build pipeline (see
azure-pipelines.yml), remove the preceding!
