Align Issue Code Management and Introduce Prefixed Codes in SDK7 #3225
Description
We currently have inconsistencies and potential risks in how we define and manage issue codes between the SDK and the enterprise validation repo. This needs to be addressed in SDK7 with a structured, forward-compatible approach.
