Implement a mode where you can attach the PCR IVA inside one of the KSC buildings

At least when the active vessel is nearby, it shouldn't be too difficult to create and attach an internal space inside the actual mission control or control tower buildings at KSC. Then you can look out the window and watch your rocket launch or plane take off.

This will start to get weird when the vessel moves far away, so then we'd need to either switch to a different IVA, or close the windows/replace them with static images and reattach the IVA to the vessel.
