Describe the bug

Currently if a user without UPDATE_FEATURE_STATE permissions

Steps To Reproduce

1. login as a user with VIEW_IDENTITIES but not UPDATE_FEATURE_STATE permissions
2. Attempt to edit an identities features

Expected behavior

The following button should be disabled
