ktor-server-rate-limiting unnecessary dependency on ktor-server-config-yaml

The ktor-server-rate-limiting has a transient dependency on ktor-server-config-yaml, even though I did not find any usage in its source, which makes using HOCON files in a Ktor project impossible.
Please remove this dependency if possible or state the reason for it's existence considering the fact that Ktor's HOCON file configuration will not work if the YAML library is present.

To reproduce:

1. Create a simple Ktor project with a HOCON file as config.
2. Run the gradle runFatJar command and everything runs fine.
3. Add the ktor-server-rate-limiting version 2.1.2 by adding implementation("io.github.flaxoos:ktor-server-rate-limiting:2.1.2") to gradle.build.kts
4. Run the gradle runFatJar command again and now you'll encounter an error stating :

Exception in thread "main" java.lang.IllegalArgumentException: Neither port nor sslPort specified. Use command line options -port/-sslPort or configure connectors in application.conf
at io.ktor.server.engine.CommandLineKt.CommandLineConfig(CommandLine.kt:74)
at io.ktor.server.netty.EngineMain.createServer(EngineMain.kt:37)
at io.ktor.server.netty.EngineMain.main(EngineMain.kt:24)

5. Update the gradle.build.kts dependency to implementation("io.github.flaxoos:ktor-server-rate-limiting:2.1.2") { exclude(group = "io.ktor", "ktor-server-config-yaml") }
6. Run the gradle runFatJar command and everything runs fine again.
7. Also running the gradle dependencies command reveals a transient dependency to io.ktor:ktor-server-config-yaml:3.0.0 through io.github.flaxoos:ktor-server-rate-limiting-jvm:2.1.2
