From time to time AdbCommandRejectedException: device offline on Semaphore CI

Need to add that it may relate to the `Semaphore`. The last time I saw this error when we had a lot of workflows at the same time(updating dependencies by `dependabot`). Maybe `Semaphore` can't run a lot of emulators at the same time.
