is enetconf a Netconf client or server?

README.md says that "enetconf is a NETCONF 1.0/1.1 server implemented in Erlang".

Whereas, I understand that enetconf_client:init establishes an SSH client.

So, can we conclude that enetconf is a Netconf client implemented in Erlang?
