Keep getting error with Claude3.5S and CustomTool

Hi,

I'm wondering if we can use CustomTool with Anthropic models. We tried using Claude 3.5 S to run a tool, but it always throw error:

400 {"type":"error","error":{"type":"invalid_request_error","message":"messages: first message must use the "user" role"}}

I wonder if CustomTool is only for ChatGPT models.
