Specify cron execution of pipelines in YAML, enable activation / deactivation of cron definitions via API

Scenario: Some pipelines should be run automatically at some time interval (using cron syntax), the specification should be possible via YAML file for easy deployments. Sometimes the exection should be paused, so that should be dynamically possible via API endpoints (and persisted in the prunner state).
